Oakland to unveil 'smart boot' system

Oakland will unveil a new program that will make it easier for motorists whose vehicle is booted to avoid towing.

Under the old system, cars with five or more delinquent parking tickets are normally immobilized with a boot.

Officials say the new "smart boot" will allow parking violators to pay delinquent fines on the spot, and receive a code to release the device.

The new program goes into effect on Monday.
