Lieutenant Robin Heinemann claims she is being harassed and discriminated against because she is a woman.
She has been with the department 21 years, and was promoted to lieutenant in 2001 after Concord paid more than a million dollars to settle an earlier discrimination lawsuit that she was part of.
Calls to the Concord Police Department for comment were not returned.
