The city's police and fire unions say the furloughs will amount to a three percent pay cut.
City manager John Brown is meeting with other unions this week in hopes of reaching similar tentative agreements.
The unpaid 96 hours off would be taken by each member over the next 18 months, the members would work together to ensure that the city continued to have enough personnel to keep services flowing.
