Officers received reports of a Nissan Sentra striking the center divide and then the guardrail, west of Cummings Skyway, just before 10 Tuesday night.
A witness told officers that the driver and the car appeared to have been shot several times.
The driver was a 24-year-old Vallejo man who died from gunshot wounds. Three lanes of Interstate 80 were closed for several hours while the CHP investigated the shooting.
