The extra summer fee is raising the cost for a full course load by about $1,000. That is on top of a 32 percent fee increase for CSU students last year.
University officials say they have few choices because of crippling state budget cuts. A San Francisco law firm claims the extra summer fee is illegal and is now suing CSU on behalf of students.
The case goes to court in Oakland Tuesday.
