Samantha Serna Vargas' mother called police to her home in the 1700 block of Woodland Avenue at about 11:20 p.m. and said her estranged boyfriend, Samantha's biological father, had taken Samantha after the adults had gotten into a fight, East Palo Alto police Detective Angel Sanchez said.
The father, 29-year-old Eduardo Vargas, has ties to Redwood City, police said. He drives a dark blue 1993 Ford Explorer with California license plate No. 4EQN328. The vehicle has a skull sticker on the rear window.
