The victim, 20-year-old Richmond resident Ricardo Colina, was shot at about 4:20 p.m. on Aug. 19, 2009, on San Pablo Avenue near O'Conner Drive in the unincorporated Tara Hills neighborhood. The shooting happened while Colina was in a physical altercation with an unknown person, Contra Costa County sheriff's spokesman Jimmy Lee said.
Sheriff's deputies were unable to identify a suspect at the time, but they continued to investigate the case, Lee said.
On Thursday, detectives arrested 48-year-old Charles Michael Titlow and his son 21-year-old Charles Robert Titlow for the murder, Lee said. Both men live in the Tara Hills neighborhood.
Investigators believe the shooting stemmed from an earlier confrontation between Colina and the younger Titlow.
The Contra Costa District Attorney's Office has filed homicide charges against both men.
