The Department of Education held its first ever Bullying Summit on Capitol Hill. Secretary Arne Duncan says school safety is both a moral issue, and a practical one.
"A school where children don't feel safe, is a school where children struggle to learn. It is a school where kids will drop out, tune out, and get depressed," said Duncan.
Secretary Duncan says his department is launching a pilot program that will provide federal money to schools deemed to have the worst bullying problems.
