Police say it happened at a garage at Clay and 14th Streets, right behind City Hall around 12:30.
The victim thinks she may have seen her attacker recently near Lake Merritt and 14th Street. She described him as missing a front tooth.
He apparently also wore large dark sunglasses and large black headphones around his neck.
