Police say Mohammad Sheikh bought nearly $3 million worth of beat-up autos at auctions and then sold them at unlicensed used car and vacant lots.
He is being held on $390,000 bail.
Investigators say many of the cars were salvaged, meaning they were so badly damaged they were deemed a total loss by insurance companies.
