Feds not willing to ban cell phone use while driving

An organization of state highway safety officials say they are not endorsing a full ban on drivers' use of cell phones.

They cited a recent AAA study that showed the highway patrol has been ineffective in enforcing California's texting ban.

California and dozens of other states have passed hands feel laws and bans on text messaging behind the wheel, but none has banned cell phone conversations altogether.

Federal Transportation Secretary Ray LaHood says a full ban wouldn't work, because we are "addicted" to our phone.
