CA officials: 2010 census shortened state by 1.5 million

The federal census puts California's population at 37.3 million, but the state's finance department says the population is nearly 39 million.

If correct, the state's number would entitle California to billions in additional federal aid and possibly another seat in congress.

Governor-elect Jerry Brown says he'll review the matter when he takes office in January.
