Hill's new legislation requires the California Public Utilities Commission to consider the safety performance of public utilities, in determining the rates they will be allowed to charge customers.
The proposal is part of an existing bill proposed by Hill.
That will require utilities to prepare annual performance reports on any pipeline problems to state regulators.
Utilities would also be required to have a public education program detailing emergency response plans.
