It all started when Highway Patrol officers came across a vehicle with two flat tires on Northbound Hwy 87 near the I-280 connector. Officers arrested the female driver on suspicion of driving under the influence. She was handcuffed and put into a patrol car.
The CHP says the woman ran off in the handcuffs when the officer went to make a report. Nearly six hours later the woman turned herself into the Santa Clara sheriff's office still wearing the handcuffs.
