The unidentified woman was spotted early Wednesday morning by passengers on the Larkspur Ferry. A small rescue boat provided by Golden Gate Ferry was soon on the scene.
The woman claimed she was looking for a missing kayak, but since there was a kayak tied to the buoy police are investigating her story. They now believe she may have been trying to steal a small boat.
