His Functional Group of Departments for this year is Administrative Services, which includes the County Administrator's offices, County Clerk/Recorder/Assessor, County Counsel, Fairgrounds, General Services, Human Resources, Information Systems, Sonoma County Library (a Joint Powers Authority with Sonoma County's nine cities), and the Registrar of Voters.
Raised in the Roseland area of Santa Rosa in our County's first Habitat for Humanity home, Efren has dedicated his professional life to public service. His public service résumé includes Santa Rosa Gang Prevention Task Force, Sonoma State University President's Advisory Council, Children's Museum of Sonoma County Advisory Committee, United Way Schools of Hope Advisory Committee and volunteer tutor, Habitat for Humanity Advisory Board, Conservation Corp of the North Bay Advisory Board, and Co-Chair of the Capital Campaign for the Santa Rosa Community Health Centers — in addition to numerous volunteer efforts. Activities related to making a difference for Sonoma County youth are a top priority for Supervisor Carrillo, and he is often invited to speak at schools around the County.
Following graduation from UC Berkeley in 2003 (with a bachelor's degree in Environmental Economics and Policy) and internships with the U.S. Environmental Protection Agency on projects related to water economics and public health, Efren held key positions with the Sonoma County Economic Development Board, Sonoma County Business Environmental Alliance, Office of Assemblyman Joe Nation, and Redwood Credit Union.
