Around 6:45 p.m., Santa Rosa police officers were called to Fulton Road just south of Chatham Drive, where they found Moreno in the southbound lanes, Sgt. Lance Badger said.
He was pronounced dead at the scene at 6:54 p.m., according to the coroner's office.
A motorist who was involved in the accident stopped at the scene. Police said a second vehicle may also have been involved in the collision but that driver fled before police arrived.

Moreno's autopsy is scheduled for Wednesday.
