Stops could include Fisherman's Wharf, South Beach Harbor, and the site of the new Exploratorium now being built.
Under a plan originally developed three years ago, the water taxis would not compete with ferry services. The boats would be smaller and hold less than 50 people.
They're looking for a vendor and hope to have them up and running by the time the America's Cup races get under way next fall.
