Early on Tuesday, the officer spotted Jeremy Priddy and Sebastian Arredonda spray painting gang graffiti on a column supporting BART tracks. He called in the description and another officer stopped the 18-year-olds.
The officer found spray paint cans and marijuana in the suspect's vehicle.
Police say the pair is responsible for tagging 17 different locations in San Leandro.
