The city found Dick Lee Pastry paid workers less than $4 an hour for years.
That's less than half of the city's current minimum wage.
The workers put in 60 hour weeks and at least one of the employees had to work as a live-in maid for the pastry owner.
The employees will split $525,000 in settlement money.
The San Francisco City Attorney's Office called the wage theft the largest in city history.
