Blomquist was the only passenger aboard the van that veered off the freeway and hit a tree near Alpine Road.
Police arrested the driver, 43-year-old Jason Quinonez of Daly City on multiple counts, including drunk driving, manslaughter and hit and run.
Quinonez is expected in court tomorrow.
