Acting on a tip, police found a human body part and discarded clothing along the beach portion of Eastshore State Park.
SKY7 HD was overhead when the discovery was made around 5 p.m.
Authorities will not say what kind of body part was found.
East Bay Regional Park police are spearheading the investigation.
They are being assisted by Emeryville police.
