Investigators say the Chad Hornsby, 36, was riding his bicycle Friday night near the Bayo Vista housing project when he was killed.
Hornsby's cousin, Kristy Reeves, says he was a caring person and always willing to lend a hand. She says her cousin had just left work and was on his way to his aunt's house when he was killed.
The Contra Costa County Sheriff's Office has made no arrests.
