It found only 62 percent of flights arrived on time at SFO, compared to 67 percent last summer.
Airport officials say the drop was due to runway improvement work in June, the crash of Asiana Flight 214 in July, and more days of low clouds and fog in August.
Among air carriers, Spirit Airlines had the worst on-time performance in the nation, at 53 percent.
