The new bore means there are now two tunnels available for each direction. That helps drivers going eastbound -- in the reverse commute direction. They used to have to merge into just one tunnel.
The westbound commute into San Francisco is expected to be the same, or slower if drivers slow down to check out the new features inside the fourth bore.
