A tip from a resident in Pleasanton on Friday led police to the men.
Officers searched the men's car and found stolen mail from homes in Pleasanton as well as 13 other cities in Contra Costa, San Mateo and Solano Counties.
The men were arrested on several charges including possession of stolen property and drug related charges.
