Oakley police say driver accused of killing teen in crash was on drugs

OAKLEY, Calif. (KGO) -- A Freedom High School teen's family is mourning after she was killed walking home Tuesday on East Cypress Road. Police say the driver who ran her over was on drugs.

Police arrested the driver who was suspected of being on drugs because of her behavior and interviews. It's been a tragic time for the family. The lieutenant who broke the news to the girl's parents said they were devastated, especially because the girl's father had planned to pick her up at the neighborhood pool that she and her friend were walking home from.

Two crosses, flowers and a teddy bear mark the spot on East Cypress Road where the two teens and their families lives changed forever Tuesday afternoon.

Oakley police say 15-year-old Roshel Madlangbayan died when the driver of a station wagon, Kristina Salvitti, ran her over. Police say Madlangbayan's friend bounced off the hood. The impact of the crash knocked one of the girls out of her shoe.

"My heart goes out to the family," said Oakley Lt. Eric Navarro.

Police took the driver into custody immediately. She was suspected of being under the influence of drugs. Just prior to the fatal accident she caught the attention of an off-duty California Highway Patrol officer.

"He noted that she was driving erratically, she was swerving. At one point he even told us she ran a red light and it appeared to him she was under the influence. He was getting ready to give us a call. Unfortunately, the girls were struck prior to that call being made," Navarro said.

Police say the girls were walking home from a neighborhood pool. East Cypress Road has no sidewalks. Lifelong Oakley resident Amber Hodge says it is known for accidents.

"Just to hear that there was actually children walking on the road is heartbreaking. Anytime I see anybody walking it scares me," said Oakley resident Amber Hodge.

Police are not releasing the name of the other victim because she is 16 years old. She is in critical but stable condition and expected to pull through.

"She has some broken bones in her legs, some head trauma," Navarro said.

The driver has no injuries. Police say she was driving without a license, it was possibly expired.

"She was kind of in and out as far as what had happened," Navarro said.

Blood tests will take two to three weeks to come back.

"Any impaired driving is against the law and this is the result, the horrific result that could happen," Navarro added.
