Suspect allegedly fatally shot by Oakland police identified

OAKLAND, Calif. (KGO) -- Oakland police are reviewing security tapes and interviewing police from the scene of a fatal officer-involved shooting that followed a bizarre stand off on Saturday.

It happened near Lake Park and Lakeshore avenues.

Police are investigating to find out if the driver was asleep in the car, or if he passed out on drugs and why he shot and tasered.

The driver has been identified as 30-year-old Demouria Hogg.

Police took security camera video as evidence from a gas station across from where the shooting occurred. The station has at least four cameras inside and out.

Police are also looking at video from body cameras worn by at least 12 officers who responded to the scene and cellphone video taken by witnesses.

One person captured cellphone video just moments before an officer opened fire into the car. "Put your hands out the driver's side window with nothing in your hands," an officer said.

Most people ABC7 News spoke with in a trendy Grand Lake neighborhood heard what happened and some were in disbelief. "It's a real nice area and everything, so I wouldn't think a lot of that stuff would

happen over here," America Smith said.

The BMW reportedly used in a burglary the night before was stopped along the Lakeshore off-ramp of Interstate 580.

The driver inside the car was asleep or passed out with a pistol loaded with a 30 round magazine.

Police used a bullhorn to wake Hoggs up, but were unsuccessful. They shot beanbags and even hit it with a metal pipe to break the side window.

Finally the man responded. "A confrontation ensued with the officers and the person. One officer deployed a Taser, a second officer deployed their firearm," Oakland Police Department Chief Sean Whent said.

The driver died later at the hospital.

Diego Miller, 11, was walking with his mom and siblings. At such a young age, Miller himself is a victim of crime. "Yesterday my bike got stolen and luckily my dad's friend found it and gave it back," he said.

The last officer-involved shooting in Oakland was two years ago.
