Suspect in custody after slow-speed chase through East Bay

OAKLAND, Calif. (KGO) -- A driver has been taken into custody following a low-speed vehicle chase throughout several highways in West Oakland early this morning according to the California Highway Patrol.

After hours of following this Toyota Avalon at speeds between 25 and 40 miles per hour, spike strips wore away all semblance of rubber tires.

"The wheels actually got lodged underneath the car so it couldn't drive anymore, it started a small fire and he stopped, physically couldn't drive anymore," Sgt. John Koven, with the CHP.

When the suspect refused to cooperate CHP officers, they fired several non-lethal beanbag rounds at the car's windows.

"Once he was taken into custody he was very sweaty, he had signs of intoxication or possibly a mental disorder," the officer said.

Here you can see the suspect agitated and practically incoherent.

Officers spent several minutes trying to calm the driver down as they waited for an ambulance to arrive.

The driver was taken to a nearby hospital for treatment of the dog bite.

Meantime, investigation of his car continued. Officers found at least one pill bottle inside.

The CHP isn't releasing the suspect's name at this time. They're checking with his family to see if he has a history of mental illness.
