One element of the health care bill was inspired by an employee program at Oakland-based Safeway.

For the past five years, the grocery store chain has allowed workers to pay lower insurance premiums if they have a healthy weight, blood pressure and cholesterol level, and don't smoke.

The so-called "Safeway Amendment" in the health care bill allows other companies with self insurance programs to offer up to 50 percent premium cuts to healthy employees.
