A tornado warning has been issued for San Mateo and Santa Cruz counties until 4:15 p.m. Monday, according to the National Weather Service.

The Central Marin Police Authority has issued a warning on Monday afternoon that three roads are closed due to flooding.

Lucky Drive, Fifer Avenue and Doherty Drive at Redwood High School in Larkspur are flooded and remain closed.

Rains are expected to continue through the day, and closures will last through late afternoon.

The basement of an old house in Piedmont saw some serious flooding on Sunday afternoon after heavy downpours. Firefighters had their hands full, trying to pump out all the water.

A couple of blocks away, a different kind of weather-related trouble.

PG&E workers worked well into the night fixing a downed power line because of a tree; one worker told ABC7 News the incident sparked a small fire. Fire crews were on hand to make sure everything was OK.

Sporadic downpours made a mess of our roads and freeways.

On Highway 24 -- at the off-ramp at Fish Ranch Road going eastbound -- there was a stalled gray Lexus. It was a setback for one driver who was stranded until help could arrive.

On southbound I-680 near Walnut Creek, traffic slowed to a crawl because of an accident.

We don't know if it was caused by the weather. But authorities report that there was one to two inches of water on the freeway around the time of the crash.

And in Oakland, on southbound I-880 at the Jackson Street exit, several lanes were deep underwater. Electronic signs signaled drivers to slow down and move over. The exit was closed due to serious flooding.

Marin County officials said 911 service has been fully restored countywide following an outage that disrupted emergency calls Sunday night.

County officials did not immediately confirm the true cause of the outage, but said around 12:05 a.m. Monday, normal 911 operations have resumed.

Authorities earlier said that the problems appeared to be linked to an outage affecting AT&T, which impacted 911 calls as well as some landline and cellphone service in Marin County and parts of Sonoma County.

During the outage, authorities warned that calls to 911 could be intermittent and urged people with emergencies to go to the nearest fire station if possible.
