FAIRFIELD, Calif. (KGO) -- The two people accused of killing a Vallejo teen near his school were in court Tuesday to hear the charges against them. But it's what happened outside of the courtroom that angered and shocked the victim's family.
The victim's family showed up to the courtroom for the suspects' arraignment. The court proceedings were continued to another date, but then the family ran into a man who said he had paperwork showing one of the suspects was a threat to public safety long before he shot and killed their son.
"I asked that the court order (have a) search of his home for firearms as he's not allowed to own them," said John Woods.
Woods says Zachary Kroll attacked him with a knife last December. He filed a restraining order to protect him and his child. He warned police that Kroll was armed and dangerous.
"I called the Benicia Police Department," he said. "I told them that he's on probation for multiple charges. And I told them that I heard he had weapons, from my wife."
But Woods says the restraining order was approved on Tuesday, four months after his request.
"I did everything I could to see that he went behind bars," he said. "But all I could do was get this restraining order. When, I mean, if this happened one week before, Max would be alive."
Woods did not know Kenneth Rusk, better known as Max. He's the 17-year-old Jesse Bethel High School student who was shot in the head last Thursday while on a trail near his school.
The teen's still grieving family was devastated to learn the news from Woods.
"There was somebody with restraining order there that was like, what, the police didn't do anything about it?" asked Max's mother, Jamie Rusk.
On Tuesday, 19-year-old Zachary Kroll was charged with murder. And for the first time, ABC7 News learned the name of the second juvenile suspect -- 16-year-old Elisha White Jr., who is being tried as an adult.
In the meantime, the family continues to hold vigils every night for Max. And with this new information, they're facing more heartbreak.
"My son would be alive if they were doing something about it," said the victim's mother.
The shooting suspects will be back in court May 29. They're being held on $1.5 million bail.
