Judge dismisses family's water rescue lawsuit

ALAMEDA, Calif.

City officials say 52-year-old Raymond Zack committed suicide by drowning himself at Crown Memorial State Beach on Memorial Day two years ago. Fire crews stood by without responding because budget cuts prevented them from being recertified for ocean rescue.

Zack's family sued the city for its lack of response, but the judge said the emergency crews were not to blame for Zack's death and had no legal duty to rescue him.
