SAN FRANCISCO (KGO) -- San Francisco's skyline could soon feature a 40-story tower with a twisted design.

The twisting residential tower could rise at Folsom and Spear streets.

The design features stacks of bay windows at 45-degree angles and balconies that snake back and forth.

If approved, the unique tower could open in 2017.
