The hit-and-run was reported at about 4:15 a.m. on a connector ramp between the two highways, CHP Officer Aaron Quistad said.
The driver of a Nissan 350Z was arrested on suspicion of driving under the influence, Quistad said.
California Department of Transportation crews responded to clear the connector ramp, which was reopened at about 9:15 a.m.
