Ten people were sentenced to death this year, compared to 29 people in each of the previous two years. It's one of the lowest levels since California reinstated the death penalty in 1978. Observers say prosecutors may be seeking out more life sentences in light of the long appeals process, and the six-year-moratorium imposed on executions.
