Former Vice President Joe Biden is cranking up his criticism of Donald Trump, saying political discourse in the country has degraded under the President's watch.

WASHINGTON (KGO) -- Former Vice President Joe Biden opened up to Oprah Winfrey in an exclusive one-on-one interview about his decision to not run in 2016.

Biden's candid responses sound more and more like someone who may still want to run.

"I regret that I am not president because I think there is so much opportunity," Biden told Oprah in a clip from an OWN interview aired exclusively by "Good Morning America" on Thursday. "I think America is so incredibly well positioned."
