Several streets including Healdsburg Avenue, Grant Street, Center Street, North Street, Lincoln Street and Mitchell Lane experienced localized flooding by 10 a.m. today, Collister said. Only merchants were allowed in the downtown area, she said.
Businesses re-opened by 2:20 p.m., Collister said.
