The women were allegedly posting advertisements for sexual services on the Internet, charging $200 an hour, police said.
An undercover police detective responded to one of the Internet ads, booking an appointment by phone with a third party male apparently working for the business, police said. When police went to the apartment Wednesday, they allegedly found the two women with a male customer.
The male customer was not arrested because of a lack of evidence.
One of the women is thought to have been running the business for several months, South San Francisco police said. The location of the apartment complex was not disclosed.
One woman claimed to be the resident of the home and the other said she was staying there temporarily.
The women were issues citations and released. The investigation is ongoing and authorities are seeking others who may be involved in the prostitution business, police said.
