Police said the slaying is considered gang-related but that the victim, Emmanuel Hernandez, was not the intended target.

"By all accounts he was an innocent bystander who was in the wrong place at the wrong time," police said in a news release.

Police arrested Shane Peters, 18, Richard Eads, 19, and Dale Coley, 19, all of Vallejo. The name of the juvenile suspect is being withheld pending a decision by the Solano County District Attorney's Office on whether he will prosecuted as an adult.

Police are looking for a fifth suspect, Alonzo Wilson, 19, of Vallejo.

Hernandez, a freshman at Vallejo High School, was found shot in the 200 block of Nebraska Street around 8:20 p.m. on Jan. 28.

On Jan. 31 it was determined his brain activity had ceased and his family decided to remove him from life support.

The slaying was the city's second murder of the year.

Anyone with information about the slaying or Wilson's whereabouts is asked to call police at (707) 648-4524 or the Crime Stoppers tip line at (707) 644-STOP.
