A new proposal would not only include fines, but in some cases, repeat offenders could have their trash collection service cutoff.
Officials say, if it is passed, the new ordinance would go into effect in July. Fines would not be issued until after the first year of public education.
Public works staffers say nearly half of what is currently thrown in garbage bins is actually recyclable and compostable.
