The SUVs crashed near San Pedro Road in Daly City at about 11:30 a.m., blocking three northbound lanes, a CHP officer said.
All lanes were cleared around 12:50 p.m., CHP spokesman Tony Tam said.
One driver, a man in his late 20s from Hayward, was taken to San Francisco General Hospital with moderate injures, Tam said.
The officer said there were reports that the other driver had fled the scene shortly after the accident occurred.
