Officers arrived at the site around midnight and warned the protesters to pick up their tents and leave, police Officer Jose Garcia said.
When they returned at about 2:35 a.m., they saw that two of the 14 tents were still there. One was unoccupied and a disabled man was in the other one, though his wheelchair was not in sight, Garcia said.
Officers confiscated both tents and cited the man for camping at City Hall. He was taken to a hospital.
"He would have been left without anything to keep him warm," Garcia said. "Instead of taking him to jail, we called for an ambulance."
There were no arrests overnight, Garcia said.
"We feel they have been cooperative and that's something we really appreciate," Garcia said.
Shaun O'Kelly, a 27-year-old protester who climbed to the top of a large wall outside City Hall nearly four weeks ago to protest the continued removal of protesters from the plaza below, remains atop the wall.
