The Governor's proposal calls for building two underground tunnels that will divert water from the Sacramento River Delta to farmers in the Central Valley, as well as cities including Los Angeles and San Diego.
Critics say it will devastate the salmon and other fish in the Delta.
The project would be paid for with an $11 billion water bond set to go before voters in 2014.
