The four teams worked with mediators to make the race safer after a member of the Swedish team died last month when the Artemis racing catamaran capsized.
The change the Italians don't like affects the rudder elevator, which helps control the boats.
They argue the change will not affect safety, just performance.
An international jury will review the dispute. The first race is scheduled for July 7th.
