In April of 2012, 17-year-old David Rosen was driving more than 70 miles per hour on Treat Boulevard. His SUV swerved onto the sidewalk, hitting and killing 41-year-old Solaiman Nuri and his 9-year-old daughter Hadees. They were riding their bicycles.
The suit also names Rosen's parents. Rosen will be released from prison in two years. His father would not comment on the lawsuit.
