The City Council Wednesday voted to ban most stores larger than 90,000 square feet.
Two parts of the city, Alameda Landing and Harbor Bay, are exempt from the ban.
Other East Bay communities, including Oakland, Dublin and Martinez, have similar bans on superstores.
