Center named for slain councilman opens

The center was named after Garcia, the young Fairfield city council member that was killed in September.

The center was originally supposed to be named after local businessman and philanthropist Billy Yarbrough, but the Yarbrough family agreed to have it renamed in Garcia's memory.
