3 arrested for impersonating city workers

Investigators say one of the men would go to the door of a home dressed in a water department uniform. After getting inside, his accomplice would sneak in behind and steal valuables around the house.

Police say the scammers targeted 15 homes over the past two months, mostly in Chinese neighborhoods.
