Young woman is charged in hit and run

23-year-old Tiffany Powell turned herself into Richmond Police Officers late Monday evening.

Powell surrendered after police urged anyone to come forward with information about the accident that killed Laura Casey on Saturday.

Casey died after two different vehicles struck her along Cutting boulevard.

Powell remains in jail. She faces charges of felony hit-and-run and driving on a suspended license.
